Due to concerns over the health and safety of Carlton County property owners, local township officials, and employees, some of the Local Board of Appeal and Equalization (LBAE) meetings scheduled to occur in April within Carlton County have been altered in format or cancelled completely. Please see the list at the end for important updates. Please check this list frequently as it will be updated in the timeliest manner as things continue to change rapidly due to Covid-19 pandemic.
Local Board of Appeal and Equalization (LBAE) meetings are a formal meetings held by your local township supervisors and are held in cooperation with county staff. They provide an opportunity for property owners to appeal their valuation and classification to their local representatives. These meetings are spelled out by statute and have unique requirements. These meetings also must comply with open meeting laws and are considered formal meetings of local government. Please refer to your yellow valuation notices that were recently mailed to determine if your jurisdiction holds a Local Board of Appeal and Equalization meeting or if they simply have an ‘OPEN BOOK’ meeting.
Jurisdictions and their response to this state of emergency have varied, some are planning to continue to hold meetings as is, but if the state emergency declaration is still in effect at the time of the meeting, these boards must allow for a ‘virtual’ interface. This means they must have a dedicated phone line or web meeting access for the public to attend these remotely due to the declared emergency. If a decision to cancel the in-person meeting was or is made, please know it has been done in accordance with Minnesota Department of Revenue guidelines, in addition to limitations some of our LBAE have in holding virtual meetings, and Carlton County’s decision to close public facing services for the immediate future, amongst other consideration during this pandemic.
The Carlton County Assessor’s Office employees continue to be available to assist property owners in understanding their valuation and classification notices. We are encouraging property owners who have concerns to reach out to our office directly to resolve any issues sooner than later! If a property owner continues to have concerns after contacting us, they will retain the option to appeal to the County Board of Appeal and Equalization meeting scheduled for Monday, June 15th, 2020, only if they have attended their LBAE first or expressed to my office the desire to do so. The County Board is strongly encouraging appointments for this meeting.
If your LBAE has canceled their meeting, it essentially turns it into an Open Book meeting. While holding an "Open Book" meeting forfeits the Local Boards rights, this meeting becomes essentially "OPEN" until the County Board of Appeal and Equalization meeting in June. Property owners should call 218-384-9142, especially this year, to make an appointment for the County Board meeting.
This notice of cancellation, or LBAE altered formats will be posted at the Carlton County Courthouse, and on our website as well. We are requesting that you also post this notice on the door of your City or Township Hall to assist in notifying property owners of any changes as well. Thank you for your cooperation and patience as we navigate these difficult times.
